Taganrog residents asked for help in connection with the destruction of a sports complex by a UAV

The cost of restoring the children's sports complex, which was damaged in a drone attack in June in Taganrog, is more than 12 million rubles. The authorities are refusing to provide support, since a state of emergency was not declared and assistance to NGOs is not provided in this case, the authors of the petition complained.

As "Caucasian Knot" wrote, on the night of June 25 in Taganrog, as a result of a drone attack, the building of the Avangard sports complex, a school and two houses were damaged.

On June 24 at 22:24 Moscow time, the football winter arena of the Children's Football School (DFS) "Avangard" was attacked by an unmanned aerial vehicle. The UAV strike resulted in the destruction of the main frame of the complex and the front wall, and the football field surface was destroyed. The warhead of the unmanned vehicle exploded with hundreds of metal balls, which led to a piercing of the tent covering of the arena and neighboring buildings, which now requires replacement rather than repair.

Vladimir Prachenko, director of the autonomous non-profit organization "DFSh "Avangard", contacted the local civil defense and emergency situations (GO and ES) authorities, the Ministry of Emergency Situations. They inspected the damaged property and drew up an inspection report. "There is no official document confirming the fact of damage, since the incident was not classified as an emergency," says the petition of residents, which was published on August 6 on the Change.Org website.

It states that the mayor of the city Svetlana Kambulova, in response to an appeal to the city administration, reported that the state of emergency was not introduced, and funds from reserve funds for emergency recovery work and other activities aimed at eliminating the consequences of natural disasters and other emergency situations, according to the orders of the regional and city administrations, do not provide for "providing financial assistance to non-profit organizations."

"ANO DFSh "AVANGARD" is a non-profit organization that lives on charitable donations, and the construction was carried out entirely with private money for the children of Taganrog. The city has never had and probably will not have a municipal complex for playing football all year round on grass, - the petition states. In winter, 1,500 people trained and participated in competitions at the sports complex, and 250 children are constantly engaged in school. "We will not be able to raise and restore our complex by winter without state assistance. Local authorities just shrug their shoulders that the city budget does not have an expense item for such cases <...> Now the city is left without a winter football arena, because without assistance we cannot restore it, preliminary calculations show the cost of repairs at more than 12 million rubles," the petition says.

Its authors asked city residents to support the petition so that children's problems would be "heard." As of 17:22 Moscow time, 1,299 people had signed the petition.
