The Human Rights Council linked its intervention in Murdiev's case to the resonance

The Human Rights Council does not consider appeals against decisions of courts, inquiry and investigation bodies, but in the case of Chechen teenager Roman Murdiev, accused of hooliganism, it decided to ask the Prosecutor General to take control of the case due to the public outcry.

As "Kavkazsky Uzel" wrote, ninth-grader Roman Murdiev (referred to as Muslim in the Chechen media), accused of hooliganism, has been deprived of the right to education guaranteed by the Constitution, the term of the teenager's house arrest has been repeatedly extended, said the Human Rights Commissioner in Chechnya Mansur Soltayev. On May 7, the court allowed Murdiev to study at school remotely. The court left him under house arrest.

14-year-old Chechen teenager Roman Murdiev has been charged with disturbing public order and using violence (Article 213 of the Criminal Code of the Russian Federation "hooliganism"). The reason for the criminal case was a fight in which the teenager, according to him, stood up for a 12-year-old boy he knew. The defense insists on the innocence of Murdiev, who, according to their version, was protecting the boy from another participant in the conflict. In addition to the Chechen teenager, there are four other defendants in the case. Of several videos published by the Investigative Committee, only one, in which Murdiev is mentioned by name, suggests his participation in the conflict.

The head of the Council under the President of the Russian Federation for the Development of Civil Society and Human Rights, Valery Fadeyev, responded to the appeal of the Human Rights Commissioner in Chechnya, Mansur Soltayev, regarding the criminal prosecution of Chechen native Roman Murdiev. "Now this question will be sent to the Prosecutor General of the Russian Federation with a request to take Muslim's case under personal control," Soltayev said on his Telegram channel.

The response, the text of which was published by Soltayev, states that the council in its work "is guided by the regulation on the council," which was approved by the presidential decree, and in accordance with the regulation, "the Council does not consider appeals with complaints against decisions of courts, inquiry and investigation bodies."

However, in this case, the council, "taking into account the great public resonance," considered it possible to contact the Prosecutor General of Russia Igor Krasnov "with a request to take control of the investigation of this criminal case," according to the document published by Soltayev on July 25.

Ramzan Kadyrov in connection with the Murdiyev case in December 2024, during a direct line, accused the heads of the Ministry of Internal Affairs and the Investigative Committee - Vladimir Kolokoltsev and Alexander Bastrykin - of professional incompetence. "The Murdiyev case shows that the people who sit at the top, such as Bastrykin and Kolokoltsev, are not in their places," the Chechnya Today news agency quoted Kadyrov as saying. Human rights activists interviewed by the "Caucasian Knot" considered Kadyrov's criticism of the heads of law enforcement agencies to be a test of influence.
