Rostov blogger Avakyan detained after publishing incriminating evidence against police inspector
In Rostov-on-Don, video blogger Gaspar Avakyan has been detained in a criminal case on violation of privacy. A source suggests that the case is related to the publication of a video in which a police inspector sniffs white powder.
Gaspar Avasyan is well-known as an author of a video blog on YouTube. The blogger filmed videos criticizing DPS (road-and-patrol police service) inspectors and about the pharmacies that sell potent drugs to drug addicts. The description of a public account page on the “VKontakte” social networking service, which Gaspar Avakyan also runs, states that the blogger is engaged in journalistic investigations, legal consultations, and representation of interests in court.
Blogger Gaspar Avakyan has been detained in Rostov-on-Don together with an unidentified woman. The detainees are being suspected of violating the privacy of a citizen.
According to the source’s information, Gaspar Avakyan and the woman detained together with him are suspected of conspiracy. The case is related to the publication of a video about a police inspector who “was wearing a thong and sniffing white powder in the footage,” the “161.ru” publication reported on May 22 with reference to a source in the law enforcement bodies. The detained woman is the former wife of the police inspector in the footage, the “Don Mash” portal reports.
The Department for the Rostov Region of the Investigating Committee of the Russian Federation (ICRF) has released an official report on the criminal case “instituted against two local residents,” a man and a woman. The names of the suspects are not disclosed in the release. The victim, whose rights “to privacy, personal and family secrets” have been violated, according to the investigators’ version, is mentioned in the ICRF’s report as a “resident of Rostov-on-Don,” and his occupation is not specified. In the same report, the ICRF’s Department for the Rostov Region has called on certain other “persons affected by the offender’s unlawful actions” to contact the investigative department.
“The woman handed over to her accomplice the photo and video materials containing information about the private life of the Rostov-on-Don resident for further illegal distribution on the Internet, without his consent. As a result, the offender published the above-mentioned materials on the information channels he administered, accessible to an unlimited number of people,” the ICRF reports on its official Telegram channel.
On April 29 and 30, Gaspar Avakyan posted on his Telegram channel a number of entries about the GIBDD (road police) inspector from the city of Salsk, including two different videos of a naked man using white powder. In addition to the photo and video materials, the publications contain the police inspector’s personal data.
It follows from the content of the publications that all the mentioned materials were handed over to Gaspar Avakyan by the police inspector’s former wife. One of the first entries claims that the law enforcer “received illegal rewards on his former wife’s banking card,” and the message ends with the phrase: “I ask the Ministry of Internal Affairs (MIA) and the Investigating Committee of the Russian Federation to consider this post as a claim.” The subsequent entries posted on the Gaspar Avakyan’s channel concerning the same GIBDD police inspector claim that the law enforcer is affiliated with the FSB and that he left his former wife with a seriously ill child and debts on loans.
