ECtHR communicates complaint of Dagestani woman-domestic violence victim

The European Court of Human Rights (ECtHR) has urgently sent questions to the applicant and Russian authorities about the state protection of Gulli Kazanbieva, a resident of Dagestan, after the release of her ex-husband, who was convicted of beating. The Human Rights Centre (HRC) "Memorial" (recognized as a foreign agent in Russia) has also sent a new urgent request to the ECtHR, asking it to oblige Russian authorities to ensure Kazanbieva's safety.

The "Caucasian Knot" has reported that on January 15, lawyers sent a request to the ECtHR with a request to oblige Russian authorities to ensure Gulli Kazanbieva's safety after the release of her ex-husband, who had severely beaten her up even after the divorce, but investigators have qualified this act of domestic violence under a too lenient article.

The problem of domestic violence is relevant for Dagestan, but many local residents would not make the facts public in order not to "disgrace the republic."

"Lawyers are again asking the ECtHR to oblige Russian authorities to provide Gulli Kazanbieva with state protection measures, to prohibit Abdurakhman Kurbanov from approaching/meeting/contacting his ex-wife, and also to prohibit him from approaching Kazanbieva's home," human rights defenders have stated.

It should be noted here that Kazanbieva's defence intends to achieve initiation of cases on other episodes of using violence against Kazanbieva. Nadezhda Borodkina, an advocate, has explained that the victim's husband was convicted of his actions on September 13, 2019, although she had been subjected to regular beatings since 2014.
