Contest for selecting Saigidpasha Umakhanov's successor scheduled for October 22
The results of the contest for the post of the new Mayor of Khasavyurt will be announced on October 22. Resigned Mayor Saigidpasha Umakhanov still enjoys his influence, and the new City Mayor will be appointed with taking into account the Saigidpasha Umakhanov's opinion. This was reported by a source from the local administration. Saigidpasha Umakhanov has had conflicts with Ramzan Kadyrov; however, observer Magomed Magomedov sees no direct influence of the Chechen leader on the resignation of Saigidpasha Umakhanov.
The "Caucasian Knot" has reported that at the session of the City Assembly held on September 23, Saigidpasha Umakhanov announced his resignation. Arslan Arslanov, the former head of the Khasavyurt administration, became the Acting City Mayor. Meanwhile, after his resignation from the post of the City Mayor, Saigidpasha Umakhanov was re-elected the head of the City Assembly of Khasavyurt.
The information about the possible resignation of Saigidpasha Umakhanov appeared long time ago; however, the decision has not been made earlier because of the unresolved issue concerning his possible successor. This was reported by a source from the Khasavyurt administration.
Magomed Magomedov, an observer of the Dagestani weekly newspaper "Chernovik" (Draft), has noted that despite his resignation, Saigidpasha Umakhanov still enjoys his influence in Khasavyurt.
On April 23, 2014, in his speech at the meeting of the board of the Russian Ministry of Internal Affairs (MIA) for Chechnya, the Chechen leader stated that the threat for Chechen citizens came from the neighbouring region, namely, from Khasavyurt, since drugs and weapons were transported from there. Meanwhile, when speaking about the Mayor of Khasavyurt, Ramzan Kadyrov has said that "everyone knows that Saigidpasha Umakhanov is a bandit."
