Russia violates agreements with Armenia in Valery Permyakov's case, Armenian lawyers assert

The tragedy in Gyumri could have been prevented if the Russian military base had not violated international treaties. This was stated by Daniel Ionnisyan, the manager of the programmes of the NGO "Union of Informed Citizens". Members of the NGO have prepared and posted on the Internet a video record, which describes the facts of violations of the Russian-Armenian treaties in connection with the tragedy in Gyumri.

On January 12, in Gyumri, six members of the Avetisyan family were assassinated. The only survivor of the attack – the six-month-old Sergey Avetisyan – was hospitalized in critical condition and on January 19, he died. A Russian regular soldier Valery Permyakov was arrested as a suspect of committing the massacre. He is kept under reinforced guard in the territory of the 102nd Russian military base. According to the Investigating Committee (IC) of Armenia, Permyakov officially admitted the charges against him.

According to the video record, on January 12, 2015, at about 2:00-3:00 a.m., Valery Permyakov, a serviceman of the 102nd Russian military base in Gyumri, deserted with arms. "According to the official information, 3-4 hours later, he shot and killed a whole family of seven persons," the video record states.

The authors of the video record claim that Russia has violated the Armenian-Russian treaty of 1997 "On Friendship, Cooperation, and Mutual Assistance", when it reported to the Armenian law enforcement agencies on an escape of the armed soldier only at 10:05 a.m. "If the Russian side had immediately reported on the fact of desertion, perhaps, the Armenian law enforcers would have detained Valery Permyakov before he had committed the crime," the video material states.

Further, the authors of the video records note that in accordance with the interstate treaty of 1992 on the presence of Russian border guards in Armenia, the Russian border guards had to give Valery Permyakov out to the Armenian security agencies. However, instead of that, the "man suspected of the murder was transferred to the military base," the video records states.

It is also noted that, in accordance with the Armenian-Russian treaty of 1997, Valery Permyakov, a Russian soldier accused of the crime in the territory of Armenia, is to be extradited to the Armenian side.
