Lawyer Uvaisov: delay in giving out bodies in Dagestan is illegal

In Dagestan, it is possible to take out dead bodies from the morgue for burial without certificates issued by the Investigatory Committee of the Russian Federation (ICRF), the Ministry of Internal Affairs (MIA) and the FSB (Federal Security Bureau) of Dagestan. The lawyer Ziyavdin Uvaisov treats this practice as illegal.

The issuance of bodies is governed by the Federal Laws "On Combating Terrorism" and "On Burial and Funeral Business", Ziyavdin Uvaisov told the "Caucasian Knot" correspondent. In accordance with the above legislation, "the burial of terrorists who died as a result of suppression of a terrorist action shall be carried out in the manner prescribed by the Government of Russia"; and "their bodies are not given out for burial, and the place of burial is not disclosed."

"However, the situation in Dagestan has been brought to the point of absurdity, when relatives of anyone killed by the police have to run along the chain of agencies in order to get the documents confirming that the casualty had nothing to do with terrorists," said the lawyer.

Rasul Temirbekov, a senior assistant of the head of the Investigatory Department of the ICRF for the Republic of Dagestan, believes that some employees tend to be overly cautious.
