In Dagestan, ICRF closes investigation into case on murder of pregnant woman

The Investigatory Committee of the Russian Federation (ICRF) in Dagestan has completed the investigation into the criminal case against law enforcement agents of the OVD (Interior Division) of the Kazbek District on shelling in 2006 of Sapiyat Magomedova and Gasan Baisultanov. The notification about that was received by Mamatkhan Baisultanov, the father of Gasan Baisultanov, a resident of Khasavyurt.

"Today, I visited the Investigatory Committee of Dagestan. There, I managed to get the notification, signed by Justice Major Djambulat Beletov, Senior Investigator of the first division for investigation of especially serious cases of the ICRF in Dagestan. The notification reports that 'the criminal case No. 910273 was closed due to lack of essential elements of crime in actions of Anas Satiraev, Murad Abukov, Muslim Uvaisov, Arthur Shebikhanov and other law enforcement agents.' I wonder, my the wife of my son was shot dead, and my son was about to die, and now it turns out that no one is to blame. Apparently, my relatives shot to themselves," Mamatkhan Baisultanov said.

He has also said that the notification was completed on August 22; however, no one informed him about that. Mamatkhan Baisultanov believes that he "will not find justice in Russia and Dagestan."

"I have met a lot of officials and visited a lot of agencies, and I even met the President of Dagestan. 11 investigators replaced each other, the case was opened and closed 19 times; however, the situation has not changed a bit. At present, I have the only choice either to join militants or to move out of Russia," he has stressed.

In his turn, Djambulat Beletov, Senior Investigator of the first division for the investigation of especially serious cases of the ICRF in Dagestan, stated that the criminal case was closed in accordance with the law. "There were no violations in the course of the investigation into the criminal case, and the proceedings were stopped, since the staff members of the Kazbek ROVD (District Interior Division) did not violate the law," he said.
