Dagestan, head of Kizlyar District dismissed because of murder of 4 persons

Dagestani President Magomedsalam Magomedov dismissed Andrei Vinogradov from his position of the head of the Kizlyar District for a period of investigation. If the involvement of Andrei Vinogradov into the murder of 4 persons is proven, criminal proceedings shall be instituted against him. This was stated by the leader of the republic.

As a result of the conflict that occurred in Kizlyar on March 18 in Naberezhnaya Street, 6 persons were delivered to the hospital with gunshot wounds to different parts of their bodies, and 4 of them died.

According to Magomedsalam Magomedov, 5 persons were detained in the case of fight in Kizlyar, and 1 person was put into the wanted list.

"There is information that staff members of the bodyguard service of Andrei Vinogradov, the head of the Kizlyar District, were involved into the crime. Thus, I decided to dismiss him from his position till the end of the investigation. If Andrei Vinogradov's involvement into the crime is proven, criminal proceedings shall be instituted against him," said the leader of Dagestan.

He urged the relatives of the killed persons not to rise to provocations until the end of the investigation and promised that the guilty persons will be identified and punished.

"If the Dagestani law enforcement authorities fail to conduct investigation of the crime, the appropriate federal agencies will be engaged. We have discussed the issue with Mr Bastrykin, Chief of the Investigatory Committee of the Russian Federation (ICRF)," reported Magomedsalam Magomedov.

Commenting on the situation in Kizlyar, the President of the republic has emphasized that he had to cancel his trip to Strasbourg, where he participated in the Congress of the Council of Europe, and immediately return to Dagestan.

According to Magomedsalam Magomedov, a separate topic of discussion will soon cover an organization of bodyguard services of the heads of municipal formations of Dagestan whether their existing weapons are legitimate and from what funds the bodyguard services are maintained.
