Teen Sharvili Ramazanov beaten in Dagestan examined by Derbent doctors

As reported by Tsukver Ramazanova, the mother of Sharvili Ramazanov, a boy of 14 from the village of But-Kazmalyar, who was beaten in the Magaramkent District of Dagestan, was examined by doctors in Derbent, after the district hospital had refused to take him.

The "Caucasian Knot" has reported that in Dagestan, five employees of the Magaramkent ROVD (District Interior Division) thrashed Sharvili Ramazanov, 14, a resident of the village of But-Kazmalyar, said his mother Tsukver Ramazanova.

According to the mother, after she found multiple bruises on her son's body, she addressed the district hospital' but they refused to examine her son there referring to the absence of a prescription.

"We first tried to put my brother to the Magaramkent District Hospital," said Minaya Ramazanova, Sharvili's sister. "However, the doctor who had initially orally said that the child had brain concussion and needed brain imaging, later, when we brought the image from Derbent, said nothing, and refused to receive us whatsoever."

"Now the boy is a little better; but he still suffers from headaches, dizziness and pain in the kidneys. After he was examined, and the treatment was appointed, for security reasons we decided not to leave Sharvili in hospital," said the mother of the victim.

The forensic experts from the Magaramkent District stated only "minor bodily injuries" in the teenager.

"When a doctor gives a false conclusion, it's, of course, a very complicated case, because a forensic medical examination is ordered after a criminal case is opened. And if the crime was committed by law enforcers themselves, then, naturally, they will try in every way to prevent initiation of a criminal case," said Ivan Ivanov, Head of the Division for Protection of Human Rights in Criminal Proceedings at the office of the Ombudsman under Russian President.

At the same time, Mr Ivanov has stressed that, according to the law, policemen had no right to take the boy away from home and interrogate him without parents; moreover, to use force against him.

On the fact of beating, the victim's relatives appealed to the Prosecutor's Office of Dagestan. Their application, as the "Caucasian Knot" correspondent was assured at the reception of the Prosecutor's Office, was under the personal control of the head of the Office.

The boy's relatives have also addressed Pavel Astakhov, the Children's Ombudsman at the Russian President, who, according to Tsukver Ramazanova, immediately reacted to the situation and instructed Ummupazil Omarova, Ombudsperson for Dagestan, who, in her turn, promised to help with a free-of-charge advocate.
