Issa Kodzoev: stabilization in Ingushetia will start after removal of special units from its territory

Situation in Ingushetia will stabilize, when Russian Constitution works properly in its territory. This is the opinion of Issa Kodzoev, one of the most famous Ingush writers, public figure and former Soviet dissident. Now, according to his version, none of the powers really operates in the republic.

"We live in the region, where there are many powers. The first power is the Ingush President and his retinue. The second - main power - belongs to special services or "death squadrons". The third - real power, which has certain influence points - belongs to "forest brothers", or militants (rebels). The fourth power belongs to bureaucrats, who form a sort of autonomous power. And we see attempts to set up one more - fifth power - in the local clergy," Issa Kodzoev said to the "Caucasian Knot" correspondent.

In his opinion, among these powers reigning in Ingushetia there is no place for the Constitution of Russia. "Here, people live 'under notions', according to Putin's concept - 'whack them in the toilet.' Stabilization in Ingushetia will begin, if President of Russia Dmitri Medvedev orders to withdraw all the exterminatory regiments out of the republic and persistently demands to enforce Russian laws in the territory of Ingushetia," Issa Kodzoev believes.

Speaking about the policy of the incumbent head of the republic Yunus-Bek Evkurov, the writer especially mentioned the latest law on municipal formations in the territory of the republic. "I believe that the present territorial definition of municipal formations was made counter the interests of the Ingush people," he said.

According to Mr Kodzoev, he had welcomed Evkurov's statements about war on corruption, but sees no results. Also, he said, under Evkurov the "shooting of Ingush youth by special agents has not stopped."
