UN Security Council Committee blacklists Shamil Basayev

The United Nations Security Council's Committee on Sanctions against "Taliban", "Al-Qaeda" and affiliated persons and organizations on Tuesday completed consideration of a joint statement of Russia, the United States and Great Britain requesting the inclusion of Chechen separatist leader Shamil Basayev in the Security Council counterterrorist list as a highly dangerous terrorist.

"From now on, the name of Basayev is on the blacklist," a source in the Russian permanent delegation to the United Nations said in an interview.

The United States in conjunction with Russia and Great Britain had approached the U.N. commission on sanctions on Friday after the Bush administration had formally announced that Basayev was a dangerous terrorist and arrested his accounts and financial assets.

The blacklisting of Basayev means that all the U.N. member countries are obliged to impose sanctions against Basayev, immediately freeze his accounts and financial assets and forbid their citizens and persons in their territory to provide him with any monetary or other resources.

Work to include the Chechen militants linked to the international terrorist "Al-Qaeda" grouping in the U.N. Security Council's Commission on Sanctions is being conducted on a permanent basis, the source in the Russian delegation to the United States said.

The source recalled that the name of the Zelimkhan Yandarbiyev had been added to the list recently. At present work is in progress to get the name of Movladi Udugov included in the blacklist.
