Analysts see Chechen authorities's force show in Delimkhanov's instructions

The form and the tone of Adam Delimkhanov's address to the Chechens returned from Moscow show the desire of Chechen authorities to control republic's natives under Kremlin's order, Ruslan Kutaev, an activist, believes. The demonstration of force is ingrained in the manner of expression among Chechen officials, Mr Kutaev has noted.

The "Caucasian Knot" has reported that in early August, the Chechen authorities forced about a hundred natives of Chechnya to return from Moscow; law enforcers had blamed them as drug addicts and delinquents. The young people then publicly repented. Adam Delimkhanov, a State Duma MP and adviser to the head of Chechnya, publicly scolded the returnees and announced that they would all be involved in community works.

Ruslan Kutaev, President of the Assembly of Caucasian Nations, believes that by such actions the Chechen authorities are trying to tightly control natives of Chechnya by an order of the Kremlin. "The today's Chechen authorities were ordered to control the Chechen society. This task was set by the federal power bodies; that is, this tight control is the Kremlin's order," Mr Kutaev has noted.

Alexander Verkhovsky, Director of the "Sova" Information-Analytical Centre, believes that the practice of publicly scolding Chechens is a force show. "This is now a rather deeply rooted expression practice of Chechen authorities. When they speak, they often transfer the problem into the personal level. Say, you have behaved not like a Chechen man. Delimkhanov is simply showing his strength," Mr Verkhovsky has emphasized.
