Experts treat elected head of Kizlyar as Abdulatipov's henchman

Alexander Shuvalov is a figure loyal to the head of Dagestan Ramazan Abdulatipov, Dagestani experts assert. In the opinion of Mukhammad Tsezi, Shuvalov has legally used the mechanism that allowed him to retain his post. The head of Kizlyar was elected by the deputy corps formed by the team of Sagid Murtazaliev, Albert Esedov has noted.

The "Caucasian Knot" has reported that on September 7, Kizlyar hosted a session of the City Assembly, which unanimously elected the current Mayor Alexander Shuvalov to be the head of the city.

Mukhammad Tsezi, a member of the political board of the national-cultural autonomy "Dido (Tsez) People", has recalled that Shuvalov's first appointment to the post of the Mayor was in 2014 under Ramazan Abdulatipov, after the former Mayor Vyacheslav Palamarchuk (since 1985, Palamarchuk was the chairman of Kizlyar executive committee of the city soviet of people's deputies; and in 1993-2014 he was the head of Kizlyar, – note of the "Caucasian Knot") was appointed to the post of the plenipotentiary representative of the head of Dagestan in the Northern Territorial Districts of the republic.

Albert Esedov, a political analyst and the representative of the "Yabloko" Party in Dagestan, believes that the election was alternative only at first glance, since there is no doubt that the only Shuvalov's opponent – Osman Aliev, a Division Head at the Kizlyar Branch of Dagestan State University – could not make a real competition.
