Regional visit of OSCE Minsk Group co-chairmen is over
The question of Nagorny Karabakh's participation in negotiations is one of the main questions that are of concern for the public of Nagorny Karabakh in the context of the process of seeking political resolution to the Karabakh problem.
While being in Stepanakert on December 7, the co-chairmen declared, in fact, for the participation of Nagorny Karabakh in the negotiations. The U.S. Co-Chairman, Rudolf Perina, spoke to the subject more than diplomatic, saying that the question of Nagorny Karabakh's participation in the negotiations should be discussed. And the Russian Co-Chairman, Yuri Merzlyakov, stated unambiguously that "the co-chairmen confirmed Nagorny Karabakh's being a party of the conflict and it couldn't be denied." Thereupon he stressed that the fact given raised no doubt as the signature of Nagorny Karabakh's representative is under the cease-fire agreement.
President of Nagorny Karabakh Arkady Gukasian announced once again that for the Karabakh party Nagorny Karabakh's participation in the negotiations was a task of top-priority.
On the whole, both political and public circles of the republic hold the opinion that Nagorny Karabakh must be a party in the negotiations, advocating the clear differentiation of powers and functions between Nagorny Karabakh and Armenia in the negotiation process.
