Rights defenders demand to hand Musa Aliev's torture case over to Dagestani investigators

Despite the threat of pressure on the victim, a court in Khasavyurt has again placed the two law enforcers, accused of torturing Musa Aliev, a resident of Dagestan, under house arrest, said Abubakar Yangulbaev, a lawyer of the Committee against Torture (CaT). He insists that for the sake of objectivity, the case should be considered by a Makhachkala court.

The "Caucasian Knot" has reported that the deputy head of the criminal investigation division of one of the Dagestani ROVDs (District Interior Divisions) and an operative agent are accused of torturing Aliev. In November 2019, they were placed into custody, but in December they were transferred under house arrest.

According to Aliev, the law enforcers had beat him up, trying to knock out a confession to raping a girl, and then began threatening his family. Aliev's relatives insist on his innocence.

Abubakar Yangulbaev has noted that the victim and his family are under pressure. He asserts that the house arrest conditions of the law enforcers are not observed.
