Dagestani SC upholds decision to remove journalist Magomedov's name from police prevention registration list

On April 20, the Supreme Court (SC) of Dagestan considered an appeal filed by the police about the decision of the Makhachkala court to remove the name of Magomed Magomedov from a police prevention registration list who had been earlier included in the above list under the "religious extremist" category.

The "Caucasian Knot" has reported that on May 11, 2016, Magomed Magomedov, a journalist of the newspaper "Novoe Delo", a former representative of the Salafi mosque located in Hungarian Fighters Street in Makhachkala, was put on a police prevention registration list. On December 29, 2016, the Soviet District Court of Makhachkala obliged the Ministry of Internal Affairs (MIA) to remove the name of Magomed Magomedov from the police prevention registration list.

Officials from the Dagestani MIA believe that "the first instance court grossly violated the norms of the procedural and substantive laws," and they sent a complaint to the Dagestani SC with a request to cancel the decision of the Soviet District Court. The Dagestani SC dismissed the MIA's complaint, the newspaper "Novoe Delo" reports.

The arguments described in the MIA's complaint includes the statement that the fact of putting a person on a police prevention registration list under the "extremist" category does not contradict the constitution of the Russian Federation, since it has a control function and does not violate the rights of a person put on a police prevention registration list, the newspaper "Chernovik" (Draft) reports.

In Dagestan, the practice of putting people on police prevention registration lists is actively applied. According to human rights defenders, people are often unreasonably put on such lists, on the basis, for example, of the fact that a man wears a beard or visits a mosque.
