Ramzan Kadyrov permits Chechen law enforcers to shoot without warning
On January 24, at a meeting of the board for the Chechen Republic of the Ministry of Internal Affairs (MIA) held in Grozny, Ramzan Kadyrov claimed the need to shoot without warning to avoid casualties among law enforcers. He also called on "to handle without gloves those whom they misled."
The report with the speech delivered by the leader of Chechnya has been broadcasted by the "Grozny" TV Channel.
The Chechen leader demanded from the law enforcement bodies "to strengthen measures to combat extremism and terrorism." He also noted "the need to avoid casualties among staff members of the law enforcement bodies." According to Ramzan Kadyrov, "Wahhabis and terrorists understand only the language of force."
Ramzan Kadyrov reported that during 12 months of 2016, in the Chechen Republic, "17 members of illegal armed formations (IAFs) were killed and 19 others were detained. Besides, 122 terrorist crimes were detected."
In 2016, according to the calculations made by the "Caucasian Knot" based on its own materials and information from other public sources, at least 43 people fell victim to the armed conflict in Chechnya. Of them, at least 27 were killed and 16 others were injured. The above figures include six killed and 12 wounded law enforcers, 20 killed and two wounded suspected militants, and one killed and two wounded civilians.
