Experts explain appeal of Kaliningrad residents to Ramzan Kadyrov by carelessness of local officials

Against the backdrop of the indifference of federal and local authorities, citizens of Russia have a request for a "strong hand" and the methods of Ramzan Kadyrov in addressing problems. This opinion was voiced by Orientalist Alexei Malashenko, journalist Orkhan Djemal, and human rights defender Svetlana Gannushkina.

The "Caucasian Knot" has reported that residents of the village of Nivenskoe in the Kaliningrad Region sent an open letter to Ramzan Kadyrov. The people have asked the Chechen leader to include their village in the Chechen Republic and to "restore order."

According to Alexei Malashenko, the deputy director of the Russian branch of the Carnegie Foundation, the villagers believe Ramzan Kadyrov "is the only person who is able to privately address some problems."

Article 67 of the Russian Constitution stipulates that "the borders between subjects of the Russian Federation may be changed upon their mutual consent."

In general, in Russia, according to Orkhan Djemal, a Forbes correspondent, "the image of Ramzan Kadyrov is increasingly popularized." However, Orkhan Djemal has also noted that for residents of other regions, "the events taking place in Chechnya are only a TV picture."

According to Svetlana Gannushkina, Chair of the Committee "Civil Assistance", in Russia, Ramzan Kadyrov has got "a misleading image of the leader, who was able to rebuild the city of Grozny destroyed in the Chechen wars."

Let us remind you that Ramzan Kadyrov is the only head of the southern regions of Russia, who got the highest points in the "survival" ranking, compiled on the basis of expert evaluations by the "Petersburg Politics" Foundation and the "Minchenko Consulting" Holding.
