Igor Kalyapin treats Kutaev's placement into dungeon as excessively severe
The prison administration had the formal right to place in dungeon Ruslan Kutaev, sentenced in Chechnya, for detection of a mobile phone in his cell; however, in usual, similar violations do not result in such severe punishment. This was stated by Igor Kalyapin, Chairman of the Committee on Prevention of Torture.
The "Caucasian Knot" has reported that in July 2014, Ruslan Kutaev, the president of the Assembly of the Peoples of the Caucasus, was sentenced in Chechnya to four years of imprisonment on the charge of drug possession. According to human rights defenders, after the detention, Ruslan Kutaev was subjected to torture. Ruslan Kutaev himself associated his prosecution with his social and political activities.
According to Igor Kalyapin, at present, there is no sufficient information about the incident to call the actions of the prison administration as an intentional psychological attack against Ruslan Kutaev.
"The punishment is formally legal; however, in usual, it is up to an officer to impose a penalty," the human rights defender has added. However, Igor Kalyapin has acknowledged that the violation for which Ruslan Kutaev is punished, actually took place.
