In Baksan District power agents failed to exhaust means to capture blocked people, local says
On May 18, in the course of a special operation conducted in the village of Dugulubgey, Baksan District of the Kabardino-Balkarian Republic (KBR), power agents did not allow relatives of the people blocked in the house during the storm to pass through the cordon and persuade their relatives to surrender, thus preserving their lives, Eduard Abazov, a villager, told the "Caucasian Knot" correspondent.
According to the Russian National Antiterrorist Committee (NAC), during a shootout two militants and a leader of an illegal armed formation (IAF) were killed.
A rumour was spread among Dugulubgey villagers that prior to the storm a man with children came out of the blocked house, said Abazov, adding that the mother of one of the casualties begged law enforcers to let her talk to her son, but she was not let through the cordon.
Abazov has treated the events in the republic in general, and in Dugulubgey in particular, as "power lawlessness."
Natalia Borovinskaya, the spokesperson of the operative headquarters in the KBR has not the information that relatives were not allowed to negotiate with people in the blocked house.
However, the information about the man with children, who was let out of house, was confirmed. Also, a preliminary identification of the casualties' bodies was performed but failed – so far, it is impossible to identify them.
